They still do. One can enter a URL into what appears, at a glance, to be a 
text entry box at http://translate.google.com (under the box it says "Type 
text or a website address), then click the 'translate' button, and the 
translated web page will appear.

Also, one can enter the below into browser's address field:
http://translate.google.com/translate?sl=auto&tl=en&u=http://...........
