It is not a matter of absolute size, but what people are used to. So the 
Samsung Galaxy Note is small compared to a desktop PC (or a tablet 
computer), but it is a big smart phone (with a 5.3-inch screen):

There does not seem to be an good reason to make a desktop PC with a 
footprint smaller than a sheet of A4 paper. That large and you can put 
the monitor on top of it. Any smaller and you have to find somewhere on 
the desk to put the PC, taking up space.

There have been PCs which are so small they can be attached to the back 
of the monitor, but that can look messy (as does putting the box under 
the desk). There are also of course computers built into monitors, 
keyboards and even phones, but that limits your upgrade options.
