Web pages could be designed to load the user content first, but that is
not in the interests of the publisher, nor their advertisers. The
priority for the publisher is for the trackers and ads to load. It does
not matter how long it takes actual content to appear, in fact slower 
might be better (more time for you to look at the ads).

The advertisers want their ads in front of people with the money to buy 
the products. If you can't afford a fast link, then you probity can't 
afford to buy as much of the stuff advertised, so the publisher and 
advertiser do not care what you think.

If a designer does advocate more efficient web design in the corporate 
environment they will be seen as out of date. I am having that debate 
now with educators who say we should abandon ordinary web pages and 
build Apple iPhone Apps.
