[LINK] Will this be 100% NBN coverage of the ACT?

I am confused when the default map view of my address shows the entire
suburb (Werribee) in green and this text:
"This is the NBN rollout activity in your area. Fibre | Work to commence
within three years - we will commence work in your area from Sep 2013 in
phases with last work scheduled to commence in Jun 2014*."
But if I zoom in, the green is all gone. When I search a friend's home in
Berwick, I see no green, but I do in nearby Hallam and Cranbourne. Zoom in,
and it is all gone. Some lucky new subdevelopments are pre-wired for NBN.
(Also interesting about the address lookup - just start typing your house
number and you will see addresses in several overseas countries. Try with a
"2".)
