Put it down to those methodologies I am not fond of.   It is obvious what
the plan is.  Only consultants and project managers are permitted creative
thought and then only when it can be quantified using a spreadsheet or a 
project management tool.   My email signature below also explains 
why the adoption of buy not build ideology is so popular as well.
I have been trying to push the concept of "denerdification" for some time,
but it is too late now.
