Thanks for those links Tom

I did not find the Web Guide when I was searching, but did find the 
following from DBC&DB...
http://www.digitalbusiness.gov.au/websites-and-contents/the-best-practice-websites/

Seems to be a lot of overlap but the Web Guide has been developed 
specifically for govt agencies whereas the Digital Business site is 
directed to corporates and business.

There are no cross-links.
