Yes, lots of guidelines-lines out there. For example the Federal

The original W3C Web Content Accessibility Guidelines 1.0 were intended 
to cover limited bandwidth, small screens and language issues, as well 
as disabilities: http://www.w3.org/TR/WCAG10/#Introduction

W3C now have separate guidelines for mobile web and accessibility: 
http://www.w3.org/standards/webdesign/mobilweb.html
