IMHO, that's because CenITex are IT people who treat email as data.
If you look at email as a business information resource, you end up with
a very different set of concerns and demands on the solution.
Information Systems are far too important to be left to IT specialists.
Unfortunately bureaucrats rarely see the difference between IS and IT.
