Yes, when revising some course notes recently, I had more than the usual
problems finding where AGIMO had moved its documents to. What I am
tending to do now is replace links to the original documents with copies
in the Internet Archive, as they don't move.

I find a public search engine more useful for finding documents, rather
than internal links and search services.

It happens I designed a course for public servants on how to manage
their content, which was offered by ANU as "Electronic Document and
Records Management" (COMP7420): http://www.tomw.net.au/emanagement/
But the public service did not seem very interested, so I am designing a
revised version with the more trendy title: "Gov 2.0: Technology and
Techniques".
