The first ANZ Android app did just that. It was universally considered
crAppy. :)
In principle it would be possible to design HTML5 with a quality near or
equal to an app but you'd want a complete design rethink and this would
include incorporating swipe gestures where appropriate. This hasn't been
done much to date.
In applicaitons like banking where user identification is a key issue, an
app also has advantages for a positive ID: WiFi MAC address, the serial
number, the ANDROID_ID are unique and the device model and hardware
information can also be reliably used. The device is less likely to be
pawned or shared. My ANZ android app does an initial full user/password
identification once and uses a PIN from then on. This probably wouldn't
have be ok from a web page.
