The second link in this list is the one that was down earlier today
but now seems to work again.
There is an alternative "One Source One Message (OSOM)" instance at
http://osom.dse.vic.gov.au/public/osom/osom_wrapper.html?caller=dse
which was setup as a result of a recommendation of the Royal
Commission investigating the causes and responses to the 2009
Victorian Bush Fires
"OSOM will update both the DSE and CFA websites simultaneously as well
as send a standard message to approved email distribution lists."
Looking at the manual, it appears to use a cloud based product now
owned and operated by Telstra called whispir

This was meant to include an XML format Common Alerting Protocol feed
in the RSS output which would be distributed automatically between the
different levels and jurisdictions of government (introducing
redundancy etc.) http://www.em.gov.au/cap ... but that does not seem
to be enabled at present.
