The mind boggles trying to comprehend what could be a restricted area 
for a patient to move into that would be of sufficient concern to 
Veteran Affairs to pay 540 million to HP to track such patients.

Is that like when a legless veteran travels to Time Square to go begging 
for the day to supplement his war pension ?
I think I saw that movie already...
