The NZ CloudCode v.2.0 has plenty wrong with it:

But I quite like the definition they've adopted, because it 
simplifies some things, and omits one element of NIST that shouldn't 
be part of the definition (pay per service as a requirement rather 
than as a feature).


"Cloud Computing is on-demand scalable resources such as networks, 
servers and applications which are provided as a service, are 
accessible by the end user and can be rapidly provisioned and 
released with minimal effort or service provider interaction".


It's thereby identifiable as a particular form of outsourcing, 
because at least three of those characteristics are not features of 
all outsourcing:
-   a focus on service not infrastructure
-   accessibility by the end-user without IT Dept intervention
-   scalability (implying the use of virtualisation and of outsourcing
     by the outsourcer)
