First, what's the definition of "end user"?

If an enterprise puts a web site into a cloud, accessible from the 
internet, who's the end user?

1. A member of the public accessing the site via the internet?

2. The business users in the enterprise who want the web site?

3. Someone in the IT department who is responsible for integrating the 
web site into the enterprises' environment and managing the corporate 
information in the web site?

Some; all; none of them?

Second. How does Salesforce.com (software in the cloud) fit into this 
definition?

Accuracy of terms is important.
