I guess you'll have to ask the guys who conducted the surveys about the precise wording of the questions...

Q: Knock Knock Knock
A: Can I help you?
Q: I'm doing a survey about internet and broadband - do you access the Internet from here?
A: Sure!
Q: Great - and how do you connect to the Internet - what do you use?
A: (pulls out phone from pocket) This!!

(I'm not convinced there would be a large proportion of people that would access Facebook from their phone, but not access any other form of Internet communication, or not access facebook from any other device. Facebook is still a lot more satisfying on a larger screen (I'm told :-) - and much of Facebook interaction involves clicking links and photos provided by others that lead to other sites, which then involves a web browser of some form more likely to be identified as 'accessing the Internet'.)
