The following calls or faxes can still be made or sent under the Do Not
Call Register legislation:

It would be pretty weird if the government was not allowed to communicate
with citizens (except as filtered through media conglomerates.) It is also
reasonable - to me, at least - for the government to collect non-identified
information about the normal activities of citizens citizens as an aid to
policy formation.
There is a significant problem on the phone with authentication of the
caller.
