[LINK] shafted by my ISP [iinet]: how often does this happen in Australia?

Hi Andrew,
I'm not sure why you are concluding ill will on iinet's part rather than an
error?
Have you perhaps used all your "peak" hours quota and are being throttled
back?
In any case, I don't think LINK is the right forum to raise this - it looks
like a technical support issue to me, unless you have something to indicate
otherwise?
