I believe its primarily a technical reason - I understand its for the telephone
service, that Telstra only allow the certified SIP client they have tested and are
familiar with in their CPE to connect to their SIP servers to provide the telephone
service using VoIP - they don't blindly trust random SIP client implementations from
other CPE.
Best to ask Telstra though.
