Discussion on the Whirlpool Forum appeared to indicate that political
parties are exempt from some legislation, but not the spam act:

Yes, I told my Spam filter to block Palmer United Party items, the last
time I got them, but then this next seventeen arrived. The Linkers are a
clever lot and I thought they may have some suggestions, technical or
legal, to stop these messages. I didn't have an ulterior motive, I just
don't want to get these messages.
I could not find a copy of the message on-line, so I provided a copy for
an informed discussion. I did worry I was furthering the Spammer's aims
in the process and considered just providing excerpts, but decided the
message was short enough.
Apologies to those who found the content disagreeable (Bernard
Robertson-Dunn in particular). Please note that I do not support the
Palmer United Party and will not be forwarding more samples.
