I think the government seriously underestimates the market power of its larger websites. If they are paying *at all* for Internet provision to those sites then that is the problem to solve, not how to find the funds to pay.

For a start they could simply attach to a peering point and terminate their transit service. Show me which carrier will be the one which won't allow their customers to access BoM, Centrelink, etc.
