Is there an option not to receive email notifications about bounces, but read them on the server?

Names of Gov Agencies change often - but there is usually a redirection from old domain names.
There can be brief lapses of server/domain availability.

It is acceptable to persistent delete bouncing email addresses, without verification, as it is quite 
likely people have resubscribed under new email addresses (though verifying this isn't the 
administrator's problem).
