Finance is not responsible for government IT. Finance is only 
responsible for ensuring that IT is procured according to the law.

Each government department is responsible for its own IT. The best that 
the DTO can do is to encourage co-operation, standardised approaches and 
sharing of solutions. They cannot mandate anything.
