The Australian Computer Society has a Digital Transformation Special 
Internet Group (DT-Sig), which meets in Canberra:

At a recent presentation one agency proudly reported their first DTO 
project. But this just seemed to be the routine development of a web 
based service, with the sort of documentation I would expect from an 
undergraduate university IT student project. There was nothing 
cross-agency or cutting edge about it. But then perhaps workable web 
based services are what we need from government.
