There's a blue Autoplay slider switch that sits at the top of the
right-hand column of Up Next videos on Youtube. The setting is remembered,
presumably by cookies or as an account-wide setting across machines if you
are logged in to a Google account.

The relentless stream of updates is a more serious bandwidth problem.  It
is usually possible to turn them off device by device if you know how but
as they actually provide security fixes disabling them if fraught.
