Iridium, ORBCOMM, Globalstar, Thuraya and Inmarsat offer low speed 
satellite data services for such applications.

Assuming the pump sent a short status message once a day and had to be 
manually overridden only occasionally, a satellite service would cost 
about a dollar a day.
