Maybe the key word there is 'owners'. If the price point of as-need 
'personal' transportation, as opposed to scheduled and unreliable public 
transportation, is competitive with owner-driver cars, that might change 
as well. If parking costs becomes prohibitive, then that will start to 
impinge on cost of ownership. I can count on one hand the number of 
times I've driven to the city in the last 20 years. It's cheaper, even 
living in the outer burbs, to take public transport. There are many 
other drivers (no pun intended) on the equation.
