We're in the familiar territory of 'the response raises more questions
than it answers'.
What does the concept "the right person" mean?
(Your original proposition was "an adult of *any age*").
If 'an adult ...' is interpreted as 'any adult ...', the notion could be
as simple as '>17'.
Or it could be as complex as '... except where they suffer from the
frequently-modified list of conditions in Annex A, or are {on a bridging
visa / not a citizen / <insert preferred bigotry here>}, or admit
they've had a vaccination before, or can't present a Medicare Card, or
look suspicious, ...'.
Who decides? Serious question: ScoMo, or 8 State/Territory govts?
Who checks that each instance of homo sapiens satisifies whatever has
been set as the criterion/a? Serious question, e.g. person with needle
in hand, or front-desk'er, in either case trained how, and with what
reference-material, support, and physical protection?
What evidence do they depend upon to authenticate the assertion(s)?
(Your original proposition was "show ID").
I'm not meaning to belittle the idea. But I do mean to draw to
attention that it's a whole lot more complicated than it first appears.
One reason is the high degree of social control that's needed to achieve
the societal and economic objective of recovering 'normality' (and doing
it without normalising mass surveillance and mass repression).
Another is the huge suite of challenges that the notions of identity,
identification and authentication present.
