A typical long range fishing boat can carry a few hundred people. You 
would need something like Icon of the Seas, the worlds largest passenger 
ship, to carry 10,000.

The Australian navy has three second hand oil platform support vessels, 
for carrying supplies, and testing robot submarines. These are much 
cheaper to buy and operate than warships.

I have suggested the Australian government buy more support vessels, 
paint them with orange stripes, and call them a "Coastguard". They would 
not look military, but be able to intimidate fishing boats with their 
size, and drive them off with remote controlled water cannons. If that 
didn't work, there could be drones and missiles hidden on the cargo deck 
in shipping containers.
