Classic. Make everything go through one process, and you've just created

Centralised health record systems are a disaster waiting to happen. When 
there is a failure in IT or communications, or power, the last thing you 
want to happen is all the records disappear.

Making health care providers locally self sufficient is a much safer 
idea. More complex, more expensive, but safer. It's not as though 
someone's life might be at stake.
