What O/S are you considering? Searching for "intelligence" in all the package descriptions included in OpenSuSE 15.6 reveals just one:

I've bought two "Framework" laptops, one for myself and one for a Significant Other, and I'm very happy with them. One big advantage of the Framework range is that only the keyboard, touchpad, display and audio devices are built in the usual way; all others (USB-A, USB-C, HDMI, SD card, Ethernet, etc...) come as modular units which can be selected or changed as required. These connect to an internal USB I/O bus.
If a socket (e.g. USB-C) is damaged one only has to order a new module and plug it in, not have the whole PC repaired. USB-C modules cost A$15 ex shipping, etc. when I ordered mine. Reusability and waste minimisation seems to be part of their designs; I understand the company is located in SFO and their stuff is made in Taiwan
