"The Political Economy of Village Committee Elections in China" Is
there a link between economic development and village elections, and
if there is, what kind of link? How do economic conditions impact upon
political competition, participation, and the working of elected
village committees? This paper aims to answer these questions through
an empirical study in Zhejiang Province, drawing on a number of
first-hand sources: two surveys of villages carried out in
October-November 1998, various documents of local governments, and
individual interviews and group discussions with villagers, village
leaders and township cadres.  Baogang He is Associate Professor at the
School of Government, the University of Tasmania, Hobart, and senior
fellow, East Asian Institute, National University of Singapore. He is
the author of The Democratization of China (1996), The Democratic
Implications of Civil Society in China (1997), and National
Identification and Democratization in China (2000).
