provision of health care. Had to correct the record.

re IMAGE functions, the website says: (note the word 'should')

IMAGE comprises a standard set of business processes and technical 
architecture for identity management. These standards will support the 
issue of secure tokens, used for physical and logical access, where 
required. By supporting the consistent application of identity management 
policies and procedures and describing a technical architecture, IMAGE 
should facilitate:

     * improved confidence in employee and contractor identity information
     * greater trust between agencies in the character of employees and 
contractors
     * improved secure access for employees and contractors to critical 
resources and online applications, while protecting confidential, personal 
and business information from unauthorised users
     * improved security within and between agencies at both a physical and 
logical level
     * enhanced audit and non-repudiation capability
     * greater efficiency in 'machinery of government' changes
     * streamlined processing of staff movements during secondment, 
transfer or collaboration
     * the ability of agencies to work seamlessly together in furtherance 
of 'connected government'.
