re IMAGE functions, the website says: (note the word 'should')
IMAGE comprises a standard set of business processes and technical
architecture for identity management. These standards will support the
issue of secure tokens, used for physical and logical access, where

policies and procedures and describing a technical architecture, IMAGE
should facilitate:
