I am always fascinated when government claims that it actually has a
hand in innovation, just what does this mean?  how exactly do they
measure if government has any impact on this goal? just what is
government doing to encourage innovation anyway?

its a bit like the acma, claiming a competitive industry is one of its
goals. just how do they measure this? yep there are a few players in the
market looks competitive to me. I would have thought the acma needs no
funding to make this goal a reality, just keep out of the way of business.
