[LINK] E-Tag security?

Be that as it may, it me caused then to wonder under what 
circumstances the photographs are actually checked, and how long they 
are kept for.

I imagine that if a vehicle *doesn't* present a valid E-Tag it would 
be checked, but what if it does?  Is it still cross-checked against 
the registered owner of the E-Tag?  It would be a lot of processing 
to do for the vast majority of the road users who have tags.
