yes, that's a reasonable summary of the official policy. and it may even
be an accurate reflection of reality these days.
the unofficial policy for many years was that there was no point in
applying for a .org.au domain unless you were a personal friend of
Robert Elz or were somehow able to apply some pressure on him or
Melbourne Uni to make him give you one.
in theory, practice and theory are the same. in practice, they're not.
