Because it was way too much fun to leave to the tram drivers?
The cars are general maintenance vehicles. Plus leaves, dirt etc tend to
confine themselves to specific trouble spots. It would make no sense to
put expensive equipment on every tram when there are only a few
kilometres of track that needs it. One run of the car up Weinbergstrasse
in the early morning makes the track OK for all the trams that day, then
the car can nip off to check on other bits of the network.
