[LINK] OT: Is translation a copyright violation?

Hullo Linkers.

Is making a translation of the lyrics of a song a copyright violation?
Obviously I mean without the permission of the owner of the copyright on
the original.

My understanding is that translating small parts of a work would always
be OK for "fair use", criticism, review etc, but my concern is with
translating the whole song.
