Linking [which is what we do here] back to the mentions of the 
problem with multi-tiers of government, did anyone see the interview 
with the mayors of LA and NYC on the News Hour yesterday? They were 
talking about what they do at a local level that the feds aren't. One 
of the items I didn't realise was that 500 cities in the US have 
signed up to Kyoto! The Kyoto targets are 7% below 1990 CO levels by 
2012. LA is going to be 17% below by 2010. Cities are leading the 
feds rather than the other way around. I wonder if we could get a 
similar effort going here. Have Victoria and NSW stepped up to the 
mark contrary to LJH's inaction?
