I was on the steering committee of a "Cool Communites" project
championed by Leichhardt Council, funded by the federal government, a
few years back. Our particular project was extended and documented. 
Later the electricity company handed out more fluro light bulbs and 
claimed carbon credits - whether they were installed or not.
