Can anyone find the article on OzIT's appallingly dysfunctional site?

The dead trees version is on p. 35, beneath Karen Dearne's expose of 
the idiocy in the AML-CTFR legislation.

It's a reprint of a Financial Times article, key sentences:

"The San Francisco scheme ... fell apart last week after ISP 
Earthlink said it was pulling out of a contract to build the city's 
WiFi network ... [after the city declined to be an anchor tenant and 
guarantee revenue]".

"Separately, Chicago shelved its plans to provide WiFi coverage over 
the city's 228 square miles, saying it would require significant 
public financing and that demand was declining [i.e. someone's 
installing Wimax there, and they hope that will work]".
