Not to mention the cost. What we probably expect is TV quality presentations,
which involve significant sound and video recording and editing equipment and
skilled personnel. And most TV shows are a formula - with the same "actors".

Would submitting a video be sufficient or is a paper required for a PhD?

I would guess there is lots of research as to whether we or some of us learn more
from a lecture than from reading. I seem to recall, the retention of information
from a "class" is quite low. However, presentations may ofcourse use video and audio
for illustrative purposes. I had a play with this see:
