There is Echelon whose role is debated. I was told of a facility in the US in 2000 that had the ability to monitor all internet traffic. I'm not sure if this was Echelon or something else.

And it would be reasonable to assume that our secret services, at least, have the ability to monitor pretty much anything they consider suspect.

...and anyone who has anything worth keeping secret runs VPNs between sites,
uses encrypted client/server connections and encrypts email.

Got a citation for that?

I don't think any of those governments are in a position, nor have the
capability, to do what you are describing.
