Discusses the four non-negotiable requirements of a proposal 
response, the legal advice, and why this was thrown out. I believe I 
mentioned on Link a few weeks ago that law suits would be threatened 
if Telstra's bid was allowed to be considered if they hadn't met the 
requirements. Chalk one up for the Janster.
