1. Do any of these releases talk about latency?

Latency will determine what sort of services can be effectively provided over these super pipes. 
 
2. Do any of these releases talk about symmetry of upstream v downstream speeds - ie what is a minimum speed?

The answer in each case will tend to identify whether this is just a massive government subsidy to the entertainment industry.
