I think the problem is that the Government is trying to get a stimulus package up, and Treasury advises it needs to be such-&-such an amount released in a form where it will ~immediately~ find its way back into the economy.  Fixing the Murray Darling river system is essential work and will certainly soak up lots of money, but those funds won't find their way back into the economy for a long time and that's the problem.

I'm sure this has been explained to the good Senator, and I'm afraid I'm losing respect for him.  If he objects to stimulating the economy on principle that's one thing, but holding the Government over a barrel in order to get money for his pet project is quite another.
