There are two issues here:

1. can an institution read and authenticate the e-portfolio generated 
by another,
2. is what it says the student did is acceptable.

At present considerable effort is expended by students and 
institutions just getting the information about what the student did 
from one place to another. A forensic type of examination on the 
documents may be needed. That effort can be eliminated if the 
document is electronic and can be relied on.

Then, there is still the problem if a pass at one institutions 
sufficient for another. Universities don't like the TAFE's pass/fail 
system and definitely don't like industry courses where there is no 
assessment at all.

Exactly how this all works out will be interesting. There are 
students signing up for my Green ICT e-learning course from around 
the world <http://cs.anu.edu.au/students/comp7310/>. But at the end 
of this purely online course, they are going to get a piece of paper 
in an envelope with their results.
