Wikileaks also recently published the Internet censorship blacklists  
or Denmark, Norway and Thailand. I've seen nothing yet which would  
suggest it's related to the Australian list specifically. That looks  
like parochialism at work,

There's also been some misreporting of this...

   * The German man Theodor Reppe was not arrested, though his
     two homes were raided and a laptop and (I think) mobile
     phone seized.

   * He does now "own" Wikileaks (Swedish-based organisation)
     but is simply the registrant of the domain Wikileaks.de.

   * He does not "own" Tor, but runs a node in the Tor network
    of proxy servers.
