There are no new "territories", and nothing new that needs "watching

Look, not meaning to be rude, but what *are* you faffing on about?

What specific problems do you see that would lead to regulation needing
to be beefed up? What, specifically, should be "considered"? Why,
specifically should the Government feel any need to "step in"? After
*what* fact? What, specifically, should industry be self-regulating?

You appear to have a cloud of vague misgivings about IPv6. Your
misgivings seem to be rooted in a very deep ignorance of networking in
general and IPv6 in particular. I say "seem" because you might have some
other reason for not giving any details about your forebodings. In any
case, until you start articulating some specifics of what it is that you
think the problem is, no-one will be able to "clarify" anything.
