I find it quite annoying too, I must say!  And I fail to see why the age of the guidelines, per se, is relevant.

Registering an organisation in the .com domain carries a strong odour of cultural cringe.  In most cases it's probably due to the individuals responsible for setting up the domain rather than the organisation as a whole but the organisation wears it.

Having to remember whether an Australian company or organisation is in .au or .com is a pain.  This is sometimes very relevant, for example when searching for local suppliers of a product or a source of information relevant to Australia.  I usually search in .au and any organisation only registered in .com misses out - tough.
