Let's be generous: maybe it was written to a deadline.

Even though shopping can be conceived as a waste of time, it ties into a
range of Pleistocence hunter-gatherer-trader psychological adaptions.
Supermarkets know and use this, eg, in weekly specials, packaging designs,
physical layout.  This stuff is not about to go away.  Efficiency is a very
useful objective but like most things, debasing as fetish.  It's almost
always in a complex tradeoff with other human needs and preferences.
